Builder bust: 68 N.J. home improvement contractors cited for $1.3M


TRENTON — More than five dozen home improvement contractors have been cited for violations totaling more than $1.3 million for everything from operating without a proper registration to abandoning pre-paid jobs without completing the work, state authorities said today.

As part of the action, the state Division of Consumer Affairs is seeking more than $1 million in restitution for customers in amounts ranging from $378 to $185,000, in addition to $276,250 in civil penalties for violations such as operating with a state registration.

“When contractors fail to comply with the law, or the terms of their contracts, consumers can be left with costs in the tens of thousands of dollars and a house full of unfinished improvements,” Steve Lee, acting director of the division, said.

More than 1,400 complaints about home improvement contractors were logged in New Jersey in 2012, the most of any category tracked by state officials. State law requires that contractors be registered and carry at least $500,000 in liability insurance.

For projects costing more than $500, contractors must provide customers with detailed, written contracts specifying the agreed-upon price, the start and end dates, the scope of the work, the contractor's business name, contact information and registration number.
