David Haines is the Assistant Executive Secretary-Treasurer (EST) of the Northeast Regional Council of Carpenters (NRCC) and the 1st Vice President of the NRCC. The Council represents nearly 40,000 hardworking men and women in Delaware and New Jersey and portions of Maryland, New York and Pennsylvania and is one of the largest trade unions on the East Coast.
In his role as Assistant EST, Dave assists NRCC’s EST John Ballantyne in day-to-day duties, including finance, research and serving as a liaison between the Council and the Carpenter Benefit Services, Inc. (CBSi). CBSi was established in early 2018 to cost effectively manage all benefit funds under the jurisdiction of the Northeast Regional Council of Carpenters.
Dave formerly served as the Northwest New York Regional Manager, where his responsibilities included supervision of all council representatives as well as communication, preparation and coordination of information required to facilitate contract negotiations.
He previously served as the Region #4 Director for the Empire State Regional Council of Carpenters, prior to its consolidation with the New Jersey Regional Council of Carpenters in April 2011. Haines was instrumental in leading the Council’s efforts to complete a study by Cornell University called: “The Cost of Worker Misclassification in New York State.” The report detailed the loss of revenue to New York State through 1099 worker misclassification.
Prior to 2002, Haines was the lead business agent in the successful merger of former Locals 187, 532, 603 and 700 into Local 281.
His civic duties include serving on the New York State Building Trades, as an advisory board member for Boards of Cooperative Educational Services in New York and as a trustee and board member of the International Foundation of Employee Benefit Plans.
Throughout his career with the Carpenters, he has also served as chairman and trustee for several union pension, health, annuity and apprenticeship funds throughout New York and has held various positions on Council and Union Executive Boards.
Haines holds certifications in Supervisor training and a 2-year Associates degree in Welding.
