The Benefits of Project Labor Agreements

A PLA is an agreement that defines wages and work rules for a project. All PLAs must be approved by both labor and the awarding public body before any project can begin. PLA’s have been used for successful project construction on public projects and are used by private companies to increase quality construction and cost-effectiveness. The purpose of a PLA is to ensure that all construction work is performed efficiently and economically without interruption.

Components of PLA’s,

  • Protection of Owner Rights.
  • Definition of the “Scope of Work”.
  • Specific project cost.
  • Requires all contractors to sign PLA.
  • Local hiring practices.
  • Pre-established dispute resolution procedures.
  • No work stoppages, strikes, or walk-outs.
  • Goals for women and minority employment.

There are many reasons why it is beneficial for both contractors and workers to use a Project Labor Agreement.

Cost

With PLA’s, there are no hidden costs. Contractors make specific bids. Labor costs are predetermined so there will be no cost over-runs.

Quality

PLA’s encourage higher quality contractors and sub-contractors to bid on projects. Additionally, PLA’s that include apprenticeship requirements ensure that construction is performed by a well-trained, skilled, efficient work force.

Economy

PLA’s often include local hiring provisions which ensure that local residents have job opportunities and cycle money into the local economy. Prevailing wage provisions reduce the burden on local government services.

Diversity

PLA’s may include provisions to employ women and minorities ensuring that everyone has an equal opportunity for employment. PLA’s value a diversified workforce. The Empire State Regional Council of Carpenters specifically works with community programs to recruit minorities and women.

Safety

With a PLA, a public or private entity may require workers to have safety training and meet advanced OSHA standards. This reduces costs associated with work-site injuries.

There are some myths about PLA’s but here are the FACTS.

  • Myth: Less Competition
    • Fact: All contractors both union and non-union can bid on projects that have PLA’s.
  • Myth: Increased Costs
    • Fact: PLA’s actually lay out costs up front and eliminate cost over-runs.
  • Myth: Restricts Management
    • Fact: Management retains all of its rights under a PLA.
